The necessity of the adoption of the package is conditioned by the circumstance of creating preconditions for the development of the professional contract military service. The RA Minister of Defense Suren Papikyan said about this during the debate of the package of drafts on Making Addenda to the law on Remuneration of the Persons Holding State Positions and State Service Positions and on Making Amendments and Addenda on Military Service and Serviceman’s Status in the second reading.

The draft proposes for the contract military service officers, non-commissioned officers and rank-and-file servicemen, who hold positions to implement, to plan combat tasks or to have control functions, to set certification system and to calculate surcharge by the result of certification.

The conditions connected with the participation in the certification and calculating the surcharge, the certification order, the framework of the combat tasks and their implementation, planning or control functions, the amount of surcharges and the payment order is envisaged to be set by the decision of the RA Government.

The contract military service officers, non-commissioned officers and rank-and-file servicemen voluntarily take part in the certification for the first time according to one of the provisions.

It was also noted that in every group of the established military positions the contract military service officers, non-commissioned officers and rank-and-file servicemen holding for the first time the position with the combat tasks and their implementation, planning or control functions are subject to certification not earlier that after three months from holding the certification the position and not late than the day of turning the fourth month, as a result of which, in case of obtaining right to receiving surcharge the surcharge is calculated from the day of appointing the position.

The contract servicemen are subject to certification once in three years for continuing the calculation of the surcharge.

The contract serviceman who has not obtained the right to receive surcharge or to continue the calculation of the surcharge with the certification results can apply for passing double certification not more than twice annually.

According to the RA Minister of Defense, after the first reading the Government presented proposals of editorial and echnical character, which were accepted.

The proposal presented by the Secretary of the Armenia Faction Artsvik Minasyan was rejected. According to the Minister of Defense, the content of the proposal does not correspond to the content of the normative legal acts.

Answering the question of the deputy of Armenia Faction Gegham Manukyan, Suren Papikyan noted that the concept of the contract service is ready, some items are under revision.

Answering the question of the deputy of the Civil Contract Faction Hayk Sargsyan on certain problems existing in the Armed Forces, the Minister mentioned that the army is the mirror of the society and documented that all negative phenomena should be eradicated by law.

In her co-speech the Committee Member Kristine Poghosyan considered important the introduction of the certification system in the Armed Forces and called her colleagues to vote for it.

During the exchange of ideas Gegham Manukyan noted that the certification system functioned also before, As the deputy assured, he is not against the package of drafts.

The Head of the relevant Department of the RA Ministry of Defense presented clarifications on the certification. According to him, there conceptual difference between the introducing certification system and the proposal presented by the Armenia Faction.

The RA Minister of Defense mentioned that bringing into life the package of draft laws the working style in the army will change. According to Suren Papikyan, a number of social problems will be solved and a personnel army will be created.

As the Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan assured, the legislative package will promote the increase of the army attractiveness, as well as having a qualified professional army.

The Committee members debated the proposals presented by the Armenia Faction and rejected them by voting.

The issue was debated and endorsed at the sitting of the NA Standing Committee on Defense and Security on December 1.
